Buying a holiday home, living in Türkiye with family for a longer period, and applying for Turkish citizenship are different legal objectives. The same property may not meet all of them. A Saudi national should first determine the intended duration and purpose of stay, then plan residence, title-deed and citizenship steps accordingly. Statements in property advertisements such as “residence eligible” or “citizenship guaranteed” do not replace a decision by the competent authority. A person who lives in Saudi Arabia with a residence permit is not necessarily a Saudi citizen; other nationals are assessed by their own passports and status in Türkiye.

1. What are the limits of visa-free travel?

According to the Ministry of Foreign Affairs country list and Presidential Decision No. 7976, holders of ordinary and official Saudi passports may travel for tourism without a visa for up to 90 days in any 180-day period. This exemption is for tourism; work or long-term residence requires an appropriate status. The 90 days do not restart with every entry: stays in the relevant rolling 180-day period are counted together. A brief exit does not erase previous days, and each family member’s travel calendar should be checked separately. Visa exemption is not an unconditional guarantee of admission.

2. Which residence route should be chosen for a longer stay?

Article 31 of Law No. 6458 provides several grounds for a short-term residence permit, including ownership of real estate and tourism. The stated purpose and supporting documents must be consistent; a lease or bank balance alone does not guarantee approval. A short-term permit based on property may be issued for up to two years at a time, but this is a maximum and renewal is not automatic. If the family’s real purpose is study, family unity, investment or another ground, that route must be assessed on its own conditions.

3. Does buying a home grant a residence permit?

A title deed establishes ownership; a residence permit is a separate decision by the Migration Management authority. Article 31(1)(b) of Law No. 6458 provides a possible application basis for property owners, while Article 31(6), added in 2024, authorizes the Ministry to set property criteria and value. Practice sources report a USD 200,000 threshold for certain acquisitions after 16 October 2023, but the article’s cited material does not establish that amount as a permanent statutory guarantee for every application. Verify the current local criteria, acquisition date, title value, co-ownership and renewal rules before purchase.

4. Check the neighbourhood and title deed together

The ability to transfer a property to a foreign buyer and the ability to register a new residence address there are separate questions. A property’s saleability does not prove that a residence application at that address will be accepted; old closed-neighbourhood lists do not establish the current position. Check the exact address with the provincial Migration Management office, and review the land registry for the owner, mortgages, liens, restrictions, property type and seller’s authority. A deposit agreement should say whether the objective is ownership, residence or citizenship investment, and allocate the consequences if the relevant conditions are not met.

5. What does the USD 400,000 investment threshold mean for citizenship?

The property route under Article 20(2)(b) of the Citizenship Regulation generally requires real estate worth at least USD 400,000 (or the equivalent in foreign currency) and a three-year undertaking not to sell. Property type, payment evidence and eligibility checks also apply; a vacant plot does not necessarily qualify. The three-year restriction does not mean an applicant must wait three years before applying, but the undertaking remains binding for its term. Meeting the investment conditions does not itself deliver citizenship: the competent authorities decide the application, including security and public-order review.

6. Why are valuation and payment records decisive?

The agreed sale price alone may not be sufficient. The Land Registry and Cadastre Directorate’s process uses an official value-determination document and requires payment records that substantiate the qualifying amount. A privately commissioned valuation or estate agent’s letter does not replace the official document. Keep bank transfers, currency-purchase documentation and party/amount details consistent and traceable. Cash payments, transfers from unrelated accounts or vague payment descriptions can create proof problems. Confirm the required sequence with the title office and bank before sending funds.

7. Saudi nationality requires a separate legal review

Turkish law allowing multiple nationality does not remove Saudi law’s separate permission requirement. Article 11 of the Saudi Nationality Law makes acquisition of another nationality subject to prior permission of the Prime Minister. Article 13 provides for possible loss of Saudi nationality in relevant circumstances; it is not accurate to say that Saudi nationality always disappears automatically the moment Turkish citizenship is acquired. The applicable permission and consequences should be reviewed under Saudi law before making the investment, separately for the applicant, spouse and children. Do not rely on a blanket promise that every family member will retain both nationalities.

8. How should documents for a spouse and children be prepared?

Family residence and citizenship applications depend on each person’s relationship, age, dependency and applicable route. A property registered to one spouse does not automatically give every family member the same permit. Check custody, consent and other-parent documents before travel. For Arabic records, keep names consistent across passports, birth and marriage records and translations; confirm Hijri and Gregorian dates rather than guessing. The Apostille Convention entered into force for Saudi Arabia on 7 December 2022, but an apostille authenticates a public document’s origin, not the truth of its contents or its sufficiency for a Turkish application. Translation and institution-specific requirements still apply.

9. Plan a business and household employees separately

Owning a home or shares in a company does not by itself authorize work in Türkiye. Work-permit requirements and any exemptions depend on the work and the individual’s status. A household employee or child-care worker travelling with the family is assessed according to that person’s own nationality, visa and work-permit conditions; the employer’s Saudi passport does not extend its visa exemption to the employee. Do not treat a tourist visit as authorization to start working later.

10. Build the application file before applying

First define the purpose of stay and which family members will apply. Then check passports, the 90/180-day calendar, the chosen residence basis and the current address rules. Before buying property, review the current title, address eligibility, payment route and the specific target application. If citizenship is contemplated, investigate Saudi permission before the investment, not after it. Prepare Arabic-document authentication and translation in the same timeline. If a refusal or cancellation occurs, record the service date and review the remedy and deadline for that particular decision. No investment amount guarantees an administrative outcome.
